The Catacombs serve as a hidden storage. Part of the supplies can be kept safe here from raids.
How the Catacombs Work
The Catacombs have no job of their own. Instead, the hide amounts set in your city storage, combined with the building level, determine which quantities of goods are brought to safety in an emergency and are therefore protected from a raid.
Even without a built Catacombs, every city has a small basic hideout. It works with a factor of 0.5, so at half the effect. You do not have to build the Catacombs first to hide something.
Only goods with a hide amount are protected. You set it in the storage in the Hide column. If all hide amounts fit into the capacity, everything is hidden as set. If the sum is larger, every good is reduced proportionally, but never beyond its hide amount or its stock. In the storage, the protected amount is shown in brackets below the hide amount. The target value has nothing to do with it, it only controls the stock bar.
Why Upgrading Pays Off
A well developed city with full storages can be hit hard by a single successful raid. The Catacombs reduce this risk and are especially important for cities with large supplies.
